Hong Kong to Ban Public Use of E-Cigarettes by Mid-2026

Hong Kong is set to outlaw e-cigarette use in public spaces by mid-2026, as authorities ramp up efforts to curb vaping amid growing health concerns. The upcoming ban aims to further tighten regulations on alternative tobacco products, following the city’s 2022 prohibition on the import, sale, and manufacture of e-cigarettes and heated tobacco products.

However, despite these restrictions, vaping remains widespread, mainly due to an illicit trade and underground markets. The authorities have been unable to enforce relevant extant laws because the smuggling practice can always find a way to distribute e-cigarettes through unregulated channels.

The latest measure will expand enforcement powers, allowing authorities to penalize individuals caught using e-cigarettes in public places. Public health advocates have welcomed the move, citing the rising popularity of vaping among young people and its potential long-term health risks.

With Hong Kong adopting a zero-tolerance stance, the government hopes to eliminate public vaping altogether, reinforcing its commitment to tobacco control and public health.
