It impacts all outside workers in construction, agriculture, maintenance, and other exposed industries. Fines vary from Dh5,000 to Dh50,000 per infringement, with possible suspension of business licence for repeat offenders. Exceptions include emergency repairs and important infrastructure work (with special authorisation). Worker welfare measures include mandatory shaded rest rooms with cooling amenities and refreshment stations.
