By 2028, Italy will grant around 500,000 work visas to non-EU workers

The Decreto Flussi visa programme has been expanded significantly by the Italian Cabinet, permitting 497,550 work permits for non-EU foreigners between 2026 and 2028. This is a huge increase from the 450,000 visas awarded during the previous three-year period.

Why Now?
Italy is opening its doors wider in response to a declining workforce, which is a result of an ageing population and a 281,000 birth-death shortfall in 2024, as well as increasing manpower shortages in industries including healthcare, construction, tourism, and agriculture. 164,850 visas will be granted in 2026 alone.
