If put into effect, the policy would facilitate trade contacts, religious travel, and tourism while providing Saudi nationals with better access to Russia’s expanding hospitality and cultural industries.
The possible visa exemption is consistent with Russia’s plan to fortify ties with non-Western allies. In the meanwhile, Saudi Arabia is promoting international travel for its residents and growing international ties as part of its Vision 2030 reform drive. Two of the biggest oil producers in the world would reach a diplomatic milestone with a visa-free agreement.

Anticipating new routes and tourism campaigns between the two countries, travel firms and airline carriers are already getting ready for a potential spike in demand.
