Hamdan bin Mohammed Introduces New Succession Planning System for Dubai Government

His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, has approved the Succession Planning System for Emirati employees in the Dubai Government through Executive Council Resolution No. (81) of 2024. This resolution is designed to enhance corporate risk management, ensure business continuity, and identify key roles critical for achieving department goals and maintaining smooth operations.

The new Succession Planning System includes effective methods for identifying high-performing employees and preparing them for future roles. The aim is to standardize succession planning across all government entities to ensure a consistent approach.

This resolution applies to all Emirati civilian employees in government entities, excluding those on temporary contracts, special contracts, secondments, and retirees.

The Dubai Government Human Resources Department (DGHR) will lead the development and approval of a guide that outlines procedures, timelines, and templates for implementing the Succession Planning System. DGHR is responsible for distributing this guide to government entities, ensuring compliance, and regularly reviewing the provisions to suggest updates and submit them for approval.

According to the new policy, employees will be nominated for succession planning by their department in coordination with unit heads, and with the employee’s consent. Nominations must align with the resolution’s guidelines, the entity’s strategic needs, and Emiratisation goals.

The Director General of DGHR will issue the necessary decisions for implementation. This resolution takes effect from the date it is published in the Official Gazette.
