Former Philippine congressman Arnolfo “Arnie” Teves Jr., accused of orchestrating the 2023 assassination of Negros Oriental Governor Roel Degamo and nine others in the “Pamplona massacre,” has been deported from Timor-Leste after more than two years in hiding. His expulsion was justified by Timor-Leste authorities on the grounds of national security and the necessity to respect international justice norms. Teves was arrested in Dili for overstaying his visa and possessing a canceled passport.
During a public aid event on March 4, 2023, armed men dressed in military uniforms broke into Governor Degamo’s home, killing him and nine other people while injuring a number of others. Teves was expelled from the House of Representatives and labelled a terrorist by the Anti-Terrorism Council after he denied involvement while out of the country and refused to return to the Philippines.
Teves is currently being held at the New Bilibid Prison in Muntinlupa after being arrested by Philippine police upon his homecoming. In connection with the Pamplona massacre and other alleged crimes in Negros Oriental, he is charged with several offences, including terrorism and murder.
As it works towards full membership in the Association of Southeast Asian Nations (ASEAN), Timor-Leste’s decision to deport Teves demonstrates its dedication to regional stability and respect for international law. The deportation was applauded by the Philippine Department of Justice, which emphasised the value of accountability and the rule of law.
