Driving Between Emirates? How to Get a Passenger Transport Permit in Dubai

Companies can rent buses and luxury vehicles to transport passengers within Dubai and to other emirates across the UAE. The Roads and Transport Authority (RTA) offers a digital permit under the Naqel service, allowing companies to use vehicles not registered in Dubai for passenger transport.

Validity Period for Permits

The permit’s validity differs based on the type of vehicle:

  • Buses: Permits are available for one week, one month, six months, or one year.
  • Luxury Vehicles: Permits can be obtained for durations ranging from one month to one year.

Required Documents for Permit Application

To apply on the RTA website, companies need these documents:

  • A copy of valid vehicle ownership
  • A copy of the contract with the other party
  • A copy of the trade license
  • A copy of the driver’s license
  • A personal photo of the driver

Fee Structure

Vehicle Permit Fees

The cost depends on the number of passengers:

  • Buses (15–27 passengers):
    • 1 Week: Dh100
    • 1 Month: Dh225
    • 6 Months: Dh1,000
    • 1 Year: Dh2,000
  • Buses (28–50 passengers):
    • 1 Week: Dh150
    • 1 Month: Dh275
    • 6 Months: Dh1,500
    • 1 Year: Dh2,500
  • Buses (51+ passengers):
    • 1 Week: Dh200
    • 1 Month: Dh350
    • 6 Months: Dh1,800
    • 1 Year: Dh3,000

For luxury vehicles:

  • 1 Month: Dh300 (renewable)
  • Amendments: Dh120

Driver Permit Fees

For a heavy bus driver:

  • 1 Month: Dh45
  • 6 Months: Dh250
  • 1 Year: Dh500

For a luxury vehicle driver:

  • 1 Year: Dh200

Application Process

The application process is straightforward and online:

  1. Create an account on the RTA website.
  2. Select Business and Corporate Services under Naqel Service.
  3. Upload the required documents.
  4. Wait for an SMS or email approval or rejection.
  5. Upon approval, complete payment online.
  6. Receive the permit details and payment receipt via email.

Key Requirements

  • Specify routes and pick-up/drop-off points in Dubai.
  • Passengers in luxury vehicles can only be picked up from Dubai airports.
  • Drivers must have permits from the Drivers’ Affairs Department.
  • Companies must have no more than four contracts at a time.

Important Notes

  • Buses cannot pick up or drop off passengers at Dubai airports.
  • Transporting passengers without a permit incurs heavy fines:
    • Luxury vehicles: Dh20,000
    • Buses: Dh10,000
  • Expired permits must be renewed promptly.
  • Drivers must hold an occupational card before applying for a permit.
  • Vehicle permits must be valid before applying for a driver’s permit.

By following these guidelines, companies can ensure compliance and avoid penalties while facilitating safe and regulated passenger transport.
