The ICOM Dubai 2025 Organising Committee has signed a major agreement with the International Council of Museums (ICOM), the UAE National Committee of ICOM (ICOM-UAE), and Dubai World Trade Centre (DWTC).
This partnership sets the stage for the 27th ICOM General Conference, which will take place in Dubai from November 11-17, 2025. It will be the first time this event is hosted in the MEASA region (Middle East, North Africa, and South Asia), focusing on the theme: The Future of Museums in Rapidly Changing Communities.
The signing ceremony took place at the Etihad Museum, attended by prominent figures, including:
- Hala Badri, Director General of Dubai Culture and Chairperson of the ICOM Dubai 2025 Organising Committee
- Dr. Emma Nardi, President of ICOM
- Medea S. Ekner, Director General of ICOM
- Nasir Al Darmaki, Chair of ICOM UAE
- Khalid Al Hammadi, Senior Vice President of DXB LIVE, Dubai World Trade Centre’s event management division
This agreement builds on the success of the recent ICOM 2024 International Symposium, also held at the Etihad Museum.
It establishes a collaborative framework between the four parties, ensuring the conference meets the highest quality standards. The event will emphasize learning, cultural dialogue, and innovation, creating a transformative experience for museum and cultural professionals worldwide.
A Platform for Global Perspectives and Innovation
The ICOM Dubai 2025 conference is expected to draw over 4,500 experts from the global museum and cultural sectors. Delegates will engage in discussions on the evolving role of museums, explore innovative ideas, and develop strategies for sustainable museum practices. The conference aims to inspire regional and international collaboration, pushing boundaries in museum innovation.
One of the key attractions will be the Museum Fair, showcasing cutting-edge advancements in museum technologies and providing opportunities for partnerships. This feature will highlight Dubai’s reputation as a global hub for culture and innovation.
Leaders’ Vision for Cultural Transformation
Hala Badri, Chairperson of the ICOM Dubai 2025 Organising Committee, remarked on Dubai’s role in the global cultural landscape:
“Dubai’s hosting of ICOM 2025 highlights its leadership in cultural innovation. This event will strengthen museums as hubs of knowledge and support efforts to preserve heritage while empowering museums to better serve their communities.”
Nasir Al Darmaki, Chair of ICOM UAE, called the agreement a historic milestone:

In 2021, ICOM-UAE collaborated with Dubai Culture and other local entities to successfully bid for the 2025 General Conference, positioning Dubai as the host city. Dubai was chosen for its global influence, commitment to culture and heritage preservation, and dedication to fostering a creative economy.
