Kuwait Introduces KD 10 Fee for Expat Driving License Printing, Tougher Penalties for Offenses

Kuwait’s Ministry of Interior (MOI) has introduced a new KD 10 fee for the printing of expatriate driving licenses, as well as tougher penalties for serious traffic offenses—especially those resulting in fatal accidents.

Key Updates on Kuwait’s Driving License Rules

1. New KD 10 Fee for Expat License Printing
Applicable to: All expatriates renewing or obtaining new driving licenses.
Reason: Part of Kuwait’s efforts to digitize services and cover administrative costs.
Payment Method: Through MOI’s Sahel app or traffic department offices.

2. Harsher Penalties for Serious Violations
“Severe violations” (such as not driving recklessly, speeding too much, not causing fatal crashes) will now be dealt with by maximum penalties, suspension of license, or deportation.
Recidivists can be barred permanently from driving in Kuwait.

3. Digital License Option
– Expats can store a digital version of their license through the Sahel app, but the physical copy is still required for the time being.

Why This Matters
Cost Hike: Expats now need to allocate an additional **KD 10 (~$33)** for license processing.
Safety Crackdown: The tightened penalties are expected to lower Kuwait’s **high road accident rates**.
Digital Shift: The decision is in line with Kuwait’s drive toward **e-governance**.

What Should Expats Do?
Renew licenses early to prevent last-minute charges.
Comply with traffic regulations strictly to prevent heavy fines or risks of deportation.
Install the Sahel app for online access to licenses and MOI services.

Kuwait’s Traffic Law Reforms
This comes following recent reforms, including:
Increased insurance fees for expat motorists.
Tighter vehicle inspection regulations.
Increased surveillance cameras to capture violations.
