UAE Traffic Fines: Why Some Are Non-Payable and How to Settle Them

Dealing with traffic violations and heavy fines can be stressful, especially if you’re unsure about the payment process. Non-payable fines, often referred to as blocked fines, can add more confusion as they come with black points along with the monetary penalty.

These fines are typically issued for serious traffic offenses, and the penalty varies based on the severity of the violation. For example, a speeding fine might result in a Dh500 blocked fine, while a DUI (driving under the influence) violation could lead to a fine of Dh2,000.

Resolving Non-Payable Fines in Dubai

While most traffic fines in Dubai can be paid online, non-payable fines require a different approach. To settle a blocked fine in Dubai, drivers need to contact the traffic department by email at ps-t@dubaipolice.gov.ae or visit the following locations:

  • Deira Traffic Department (Opposite Terminal 2)
  • Barsha Traffic Department (near Mall of the Emirates, facing Sheikh Zayed Road)

Motorists must bring their Emirates ID and driving license to the police station. Once there, the black points will be transferred from the vehicle license to the driving license, allowing you to pay the fine on the spot. You can check the list of fines and black points at the relevant police department.

How to Pay Non-Payable Fines in Abu Dhabi

Previously, non-payable fines in Abu Dhabi could only be paid at designated traffic police service centers. However, this has now changed, and you can pay these fines online or at police stations. Here’s how to resolve non-payable fines in Abu Dhabi:

  1. Using the TAMM Mobile App
    • Open the TAMM app, where your fines will be displayed. An orange dot next to the fine indicates that it’s a non-payable fine due to black points.
    • Click on the ‘pay all’ button, and on the next page, select the orange dot to see the details of your fines.
    • The app will prompt you to transfer the black points from your vehicle license to your driving license, making the fine payable.
  2. Transfer Black Points to Your License
    • Option 1: Transfer to My License – Select this option, and an OTP (One-Time Password) will be sent to your registered mobile number. Enter the OTP, click ‘verify & submit,’ and the black points will be transferred to your driving license. Now you can pay the fine easily.
    • Option 2: Transfer from Another Traffic Profile – If the black points are from another traffic profile, select this option and enter the traffic fine number. You’ll receive an OTP, which, once entered, will allow you to transfer the black points and pay the fine.

Paying Non-Payable Fines in Other Emirates

For residents in Sharjah, Ajman, Umm Al Quwain, Ras Al Khaimah, and Fujairah, black points can be transferred through the MOI app or website. Here’s how to do it:

  1. Download the MOI UAE App
    • Install the ‘MOI UAE’ app from the Apple Store or Google Play Store and log in using your UAE Pass.
  2. Transfer Black Points via MOI App
    • Go to ‘traffic services’ and select ‘Register black points.’ Enter the TC number or plate number to search for black points.
    • Once you’ve found the violation, enter the OTP sent to your phone and confirm the transfer of points to your driving license.

With these steps, you can easily resolve non-payable traffic fines in the UAE, ensuring that your fines are unlocked and paid in no time.
